Because the city of Lutsk is situated on the border with European Union, the Lutsk City Council especially aims to convert Ukraine into a European-style state and bring its lifestyle up to world standards.

To achieve these results, as a part of the general reorganization of the Lutsk City Council, in September, 2006, a new executive function – the Foreign and Project Activities Department – began its work. It is engaged in the international relations of the city, in writing and implementing relevant projects, and in identifying foreign partners for further development of relationships and joint projects. The department provides direction for Lutsk public policy in the field international relations and leads the effort to bring in additional resources for dealing with local problems.

The Lutsk City Council operates in three broad areas in the development of international goals and activities: 1 – general development of international cooperation, 2 – specific project work, 3 – collaboration with Ukrainian society abroad.

The main tasks of the department are:

  • assistance in the development of information, economic, and cultural collaboration;
  • initiation, establishment and permanent support of partnership relationships with cities of foreign countries;
  • assistance in delegation exchanges in the fields of education, science, sport, tourism, etc;
  • establishment of permanent contacts with international organizations;
  • preparation for official visits abroad by the city  mayor, secretary and other staff of the executive institutions of city council;
  • co-ordination of  work on grant activity and and on identifying additional resources for the solving local problems;
  • accomplishment of partner projects and programs.

With finalized agreements in place, the current partner cities of Lutsk are Lublin,  Olsztyn, Torun, Rzeszow, Zamosc - all in Poland; Brest in Belarus; Xiangtan in China; Gory in Georgia; and Trakai in Lithuania. The partnerships deal with social, economic, cultural, housing and other issues important to the population of the city. In addition to its activities with these partners,  Lutsk also collaborates with the administrations of other cities in Poland: Lodz, Radom and a number of cities of the Lublin voevodship: Helm, Krasnik, Biala Podliaska.  

Collaboration primarily involves exhanges of experience and best practices of  city development; organization and participation in international sporting, cultural, economic and youth activities; and the achievement of general cross-border projects.

Since the beginning of the department's activity a number of important projects have been completed, including:
-Improvement and increase of efficiency of social services rendering to the population of the city of Lutsk;
-Culinary face of Lublin and Lutsk, showing the fine cuisine of the borderland regions between Poland and Ukraine;
-The Jagiellonian fair – traditions of the East and the West;
-Through Quality to Transparency;
- Local economic development;
- Closer and Closer;
-The Lublin centre for international business cooperation „The partnership of cities for business”;
-Introduction of an effective system of outdoor lighting in Lutsk using principles of energy effectiveness and conservation;
- Strategy of cross-border cooperation  among Lublin – Lutsk – Lviv – Ivano-Frankivsk;
- Strategy – partnership – initiative, using the practical experience of Poland in the areas of strategic planning and local  development.

The department's success is provided by a group of young, active specialists who design projects and successfully implement them, assist in developing international cooperation and draw on the experience of foreign colleagues while applying innovative technologies and knowledge of foreign languages.
