Education


Lutsk is the educational center of Volyn region. In the educational system of the city there are 9 higher educational establishments, 5 vocational schools, 27 general educational establishments and 5 out-of-school establishments: Young Peoples' Palace, Center of Scientific and Technical Education, 2 childrens' sporting schools and the school educational-production center.

Included among the higher educational establishments in the city are:

  • Lesia Ukrainka Volyn National University (www.vdu.edu.ua), 
  • Lutsk National Technical University (www.dtu.lutsk.ua),
  • Volyn Institute for Economics and Management (www.viem.lutsk.ua),
  • Lutsk Biotechnical Institute of the International Scientific and Technical University (Kyiv),
  • Higher school “Lutsk Humanitarian University”,
  • University “Ukraine”
  • Regional Department of Interregional Academy for Personnel Management (www.maup.com.ua).

The first higher educational establishment in Lutsk was the teachers' training institute, founded in 1940. In 1951 it was reorganized as a pedagogical institute, and in 1993, according to the Decree of the President of Ukraine – it became Lesia Ukrainka Volyn State University. On September 26, 2007 by the Decree of the President of Ukraine, Victor Yushchenko, Lesia Ukrainka Volyn State University was elevated to national status.

Lesia Ukrainka Volyn National University indisputably is the strongest educational institute in Volyn. It offers  students the opportunity for on-campus, correspondence and remote forms of studies.  Students can be awarded any of three educationally qualifying degrees: bachelor, specialist and master. In addition, the requirements for  post-graduate and doctoral studies are established.

Today the structure of Volyn National University includes 4 institutes, 14 faculties, and 73 departments. Over 13 thousand students and listeners attend the university.

In recent years positive changes in the educational system have continued to be implemented in Lutsk. The Education Department carried out a number of practical measures aimed at resolving issues that were identified regarding pre-school children.

schoolAccording to data as of 01.01.2007 there were 14330 children under age of 6 (compared to 12600 one year earlier). 38 preschool establishments were open in the city with 8235 children enrolled (in 2006 – 7220 children).

In the city the structure of general schools takes into consideration the interests, capabilities, inclinations and health of children. The current network of general educational establishments guarantees the constitutional right of every inhabitant of the city to have access to high-quality secondary education.

In September, 2007, 23030 pupils were enrolled in the schools (in 2006 – 24245 pupils).  1999 pupils (in 2006 – 1960 pupils) began their first year of classes.

In September 2007, 82 groups of pupils in forms 1-4  participated in the prolonged day program (in 2006 there were 72 such groups).

Since September 2007, funding approved by the executive committee of Lutsk city council  (07.09.2006 - № 446-1 for organization of sporting work in schools), has been provided to the Palace of Young People for support of the work of the centers of ecology and nature and sporting tourism.

In order to provide psychological and social support in all schools in Lutsk, including preschools, the Lutsk city center of practical psychology and social work was created.

Projects have been implemented to begin the process of reforming the education system. The creation of equal access for citizens to high-quality education as well as compliance with state guarantees to teachers and staff in relation to terms of labour, health protection, enhanced qualifications, and social and professional defence have been achieved.

Remaining challenges that require continued attention in both general educational establishments and out-of-school establishments include incomplete financing, weak information systems and insufficient support of pedagogical workers. Modernization of the educational base, maintenance and revision of educational methods has moved slowly. More study and analysis is required of the public interest in the methods and outcomes of education, so it will no longer be based on tradition and function in isolation. Without these further enhancements it will be difficult to maintain the level of general educational preparation, narrowing the prospects for young people to receive a good education and consequently to be successful later in the labour market.

The number of people in the educational sector of the economy grew from 9992 as of 01.10.06 to 10030 
one year later. Mean salary in education as of 01.10.07, compared to the corresponding period one year earlier, grew 30.3% to 1051.08 UAH.
